Lincoln used the word indispensable in his letter to Mr. Hodges.  The president would receive requests to do this and that from all kinds of people.  One request was to use black men as soldiers in the Civil War.  He said twice that up to a time he felt that the use of these men was not of indispensable necessity.  Why do you think President Lincoln held off in using black men in the Civil War?
